1.1 Purpose, organisation, structure

To provide, according to the needs of the person, during the working days, during the day, the opportunity for adults with visual impairments of the Riga City Municipality to maintain and develop social skills, to learn and spend their free time in a meaningful way, making social contacts, gaining support, engaging in various individual, group and community activities.

Organisation of work at the Strazdumuiza Day Centre:

  1. The Day Centre operates in accordance with the Day Centre’s internal rules and regulations, the Day Centre’s statutes, and the job descriptions of the manager and staff.
  2. Clients are identified and registered; daily visits are individually recorded in the day centre’s electronic logbook.
  3. Customer data is processed in compliance with the requirements of data protection laws and regulations.
  4. The staff (group leaders) organise the activities, planning them for each month and coordinating with the leader, making any necessary adjustments to the work process.
  5. Client feedback on activities and events is listened to and regularly collected – including through questionnaires.

1.2 Services and how to receive them

  • When arriving at the Day Centre for the first time, the client presents an identity document, fills in a participant card and is familiarised with the Internal Rules and the purpose of processing personal data, which is confirmed with a signature. He/she is familiarised with the services of the Day Centre. The client decides to receive the services he/she needs in agreement with the dresser.
  • Day centre services:
  • Counselling by a social worker;
  • consultations with other professionals (e.g. social rehabilitator, etc.)
  • individual and group activities (physical activity, creative, interest, etc.) under the guidance of specialists, according to the needs of the target groups;
  • information and education events (lectures, cultural events, etc.)
  • support services for relatives (counselling, educational groups, etc.)
  • cooperation and support for community NGOs (access to premises for the Service, etc.)

1.3 Tasks

  1. Promote access to information for people with visual impairments through information support services and counselling;
  2. To organise individual and group activities (according to the needs and abilities of the visually impaired) – erudition games, sports activities, handicraft training, sports board game competitions, etc;
  3. To organise informative-educational events on topics of interest to people with visual impairments – current events in the country and Riga, culture, historical and political events, healthy lifestyle, experience and news in the use of technical aids (tiflotronics), good practices in the use of Braille, etc.).
  4. To organise consultations on social and other issues relevant to persons with visual impairment and their relatives by a social worker and a rehabilitation specialist;
  5. Providing advice and practical help to people with visual impairments, helping them to overcome individual difficulties in everyday life.
  6. To promote the social activity and advocacy of persons with visual impairment, including technical assistance and information processing in communication with state and Riga institutions.

1.4 Rules

I General provisions

  1. 1. The Latvian Society for the Blind Strazdumuiža Day Centre (hereinafter – the Day Centre) shall provide services to any adult resident of Riga with visual disability or visual impairment who is registered at the Day Centre (hereinafter – the client).
    2. The rules shall determine the daily schedule of the Day Centre.
    3.The Rules define the rights and obligations of clients and employees.
    4. The Rules are binding on everyone who stays on the premises of the Day Centre.
    5. The opening hours of the Day Centre:
    on weekdays from 9.00 to 16.00.
    6. Upon arrival at the Day Centre for the first time, the potential client presents an identity document, fills in a participant card and is familiarised with the Internal Rules and the purpose of processing personal data, which is confirmed by a signature.
    7.The staff and clients of the Day Centre shall be reacquainted with the rules on an annual basis, which shall be confirmed by their signature.
    8. Smoking, consumption of alcoholic beverages and intoxicating substances, as well as being under the influence of alcohol are prohibited in the premises of the Day Centre.
    9.Staff and clients must observe personal hygiene requirements and keep their clothing and footwear in good order.
    10. For violations of the rules of order, the client is initially warned, but if the violation is repeated, he/she may be expelled from the Day Centre.

II Responsibilities of staff and clients

  1. Comply with the Day Centre’s internal rules of order and fire safety:
    – Do not use faulty electrical switches, cables, appliances, etc;
    – do not bring or store flammable objects;
    – do not use naked flames;
    – customers not to burn candles without staff present;
    – not to smoke indoors or within 10 m of the entrance;
    – if a fire is noticed, to evacuate immediately and report it to a member of staff or to the State Fire and Rescue Service by calling the emergency number 112, giving the address or location of the fire and the name of the person reporting it, and providing any additional information about the fire requested;
    – when leaving the premises, close all doors behind you or, if evacuating through a window, try to close the window when leaving;
    – Do not return to the building unless authorised to do so by representatives of the National Fire and Rescue Service.

    3. to observe the ethical and moral norms accepted by society and to behave courteously towards other clients and employees.
    4. to maintain order and cleanliness in the premises of the Day Centre.
    5. to save and not damage the property of the Day Centre, to treat the premises, inventory, equipment and devices with care.

III Rights of clients and employees

  1. The right to be treated with courtesy and tolerance by customers and staff.
  2. Participate in individual lessons and interest groups.
  3. Participate in classes held inside or outside the Day Centre to learn and improve.
  4. Use of suitable facilities and equipment for classes, clubs and thematic educational events.
  5. Participate in and organise leisure activities: leisure evenings, discussions, excursions, lectures, seminars, exhibitions and other activities, with the prior agreement of the Day Centre Manager.°
  6. Submit written proposals, suggestions and complaints.

IV Entry and stay of other persons In the Day Centre

  1. Any person who is not a client or employee of the Day Centre and is on the premises of the Day Centre without the permission of the Day Centre Manager, Client Support Specialist or Circle Leader may be considered an unauthorised person.
  2. When entering the premises of the Day Centre, the client must report to the manager, client support specialist or group leader, informing them of the reason for coming. It is the responsibility of the staff to find out the purpose of the person’s arrival and, if the person meets the client’s status, to provide services within the limits of their competence and possibilities.
  3. If the unauthorised person is instructed to leave the premises and does not comply with the instruction, the manager/employee may refer the matter to the national or local law enforcement authorities.

V Responsibility for compliance

  1. Each Client is personally responsible for his/her own conduct and compliance with the rules of work safety, fire safety and these Rules.
  2. In the event of non-compliance with the rules, the penalty and the decision shall be as follows:
  • a verbal warning
  • individual conversation with the Client;
  • arrangements may be determined differently depending on the specific situation.
  1. In case of malicious damage to buildings, premises, equipment, the perpetrator shall bear the material damage or restore the damaged object.
    1. For non-observance of the internal rules and gross violations of ethical norms, the Day Centre Manager has the right to exclude the Client from participation in classes or activities.
    2. In cases of suspected use of narcotic, psychotropic, toxic substances or alcohol, the manager or employee of the Day Centre has the right to expel the person from the premises of the Day Centre or to report him/her to the police.

Municipal support

The day centre service for adults up to 20 persons per day is co-financed from the Riga City Municipality budget.
