Rehabilitation

The Latvian Blind Society Rehabilitation Centre Ltd (hereinafter – LNB RC) is the only institution in Latvia providing social rehabilitation services to people with visual disabilities. Our services are FREE – they are paid for by the Latvian state.

The main task of the LNB RC is to provide social rehabilitation services to people with visual impairments. According to the Law on Social Services and Social Assistance, social rehabilitation service is a set of measures aimed at restoring or improving social functioning to ensure the recovery of social status and inclusion in society, and includes services in a person’s place of residence and in a social rehabilitation institution.

The team at the Rehabilitation Centre is a multidisciplinary team of professionals with decades of experience. They use methods and techniques developed by themselves and borrowed from colleagues abroad, the main aim of which is to help people with visual impairments to acquire and improve the following skills that they need in their daily lives:

  • cook;
  • move safely indoors and on the street;
  • handling banknotes, shopping;
  • keep your clothes and home tidy
  • work on your computer and mobile phone using “talking” and image magnifying software;
  • exercise their creative abilities by making various handicrafts – beading, basket weaving, pin making, felting;
  • read and write in dot (Braille);
  • use various technical aids

You can also:

  • exercise in the gym;
  • receive counselling from a psychologist, social worker and other specialists.

Specialists will also provide advice and support to relatives and family members of people with visual impairments. Rehabilitation sessions are held individually or in small groups.

Social rehabilitation services

1. Acquiring permanent personal functioning skills in an institution WITH 24-hour stay for first-time clients (63 days)

2. Acquiring skills for permanent personal functioning in a non-residential and residential institution for first-time clients (378 hours)

3. Training of permanent functioning skills for non-residential and residential repeat clients (60 hours)

4. Training of permanent functioning skills in an institution WITH 24-hour stay for repeat clients (10 days)

Documents needed to receive a social rehabilitation service

1. Acquiring permanent personal functioning skills in an institution WITH 24-hour stay for first-time clients (63 days)

The 63-day service (approximately 3 months) is a service where the client is provided with the opportunity to live in a well-equipped dormitory of the LNB RC during the rehabilitation period, and is provided with three meals a day and classes at the LNB RC. During the stay in the LNB RC, tiflotechnic aids and other equipment necessary for the rehabilitation process (magnetolas, Braille machines, computer equipment, etc.) are available.

Classes are held 5 days a week, from 9.00 to 16.00. This service is available at the Rehabilitation Centre Riga and Liepaja branches.

The service is available once for clients with a first-time diagnosis of a disability related to visual impairment. Repeat access is available to clients who have been assessed by the State Commission for Health and Work Capacity Examination as having a more severe disability due to visual impairment or who have been certified by an ophthalmologist as having a total loss of sight with a visual impairment of category 1.

The maximum duration of the service is 63 days per year from the date of the contract with the client.

2. Acquiring skills for permanent personal functioning in a non-residential and residential institution for first-time clients (378 hours)

The 378-hour service is equivalent to 63 days, but it is non-overnight – no accommodation or meals are provided. Depending on the person’s life situation, this service will be convenient for those who want to combine rehabilitation with other activities, such as study or work, or for those who live close to the LNB RC branch. By signing up for the 378-hour service, the client can attend classes at the Rehabilitation Centre and all its branches. If necessary, the service can also be provided at home.

The service is available once for clients with a first-time diagnosis of a disability related to visual impairment. Repeat access is available to clients who have been assessed by the State Commission for Health and Work Capacity Examination as having a more severe disability due to visual impairment or who have been certified by an ophthalmologist as having a total loss of sight with a visual impairment of category 1.

The service is provided for a maximum of 378 hours per year from the date of the service agreement.

The client is only entitled to one of these services – 63 days or 378 hours.

3. Training of permanent functioning skills for non-residential and residential repeat clients (60 hours)

The service is provided for a maximum of 60 hours per year from the date on which the contract for the social rehabilitation service is signed with the client. The service can be received in all branches of the LNB RC, or at home. You can attend the selected/needed rehabilitation sessions at your own convenience or arrange a home visit by a specialist.

4. Training of permanent functioning skills in an institution WITH 24-hour stay for repeat clients (10 days)

The service is provided for a maximum of 10 days per year from the date on which the contract for the social rehabilitation service is concluded with the client. The service is offered to those clients who have difficulties in receiving an equivalent service without staying overnight – there is no LNBRC branch office nearby, public transport runs infrequently, the opening hours of the Centre do not correspond, there is no appropriate specialist in another LNBRC branch office, as well as the person has mobility disabilities. As part of this service, the client is provided with accommodation in the Centre’s dormitory and three meals a day. The sessions are 6 hours a day. This service is only available in the Riga or Liepaja branches.

The client is entitled to receive only one of these services – 10 days or 60 hours – per year. The selected service can be renewed after one year.

Documents needed to receive a social rehabilitation service

  • proof of identity (passport or ID card)
  • proof of representation if the application is being made by the child’s parent or guardian;
  • an application for the service, which can be prepared and written on the spot at the Rehabilitation Centre;
  • if the Disability Information System does not contain data on the type of impairment (visual
    impairment) – an ophthalmologist’s opinion certifying that the person’s visual acuity in the better-seeing eye with maximum correction is less than 0.3 or the visual field in both eyes is narrowed by less than 20 degrees from the fixation point.
